The Development Secretary at the Ministry of Planning and Economic Development (MoPED), Ambrose James, has received a delegation of Chinese technical experts to advance plans for the installation of 1,500 solar-powered streetlights across Sierra Leone. The high-level engagement, held at the MoPED Conference Hall, brought together government officials and the visiting team, led by Mr. Li, to review the project’s design framework and implementation strategy.
Discussions centered on evaluating earlier feasibility studies, refining installation plans, and addressing critical operational issues to ensure smooth execution. Key among the issues discussed were arrangements for equipment storage, documentation and legal requirements for expatriate staff, and duty-free clearance procedures for imported materials. The visiting team is expected to remain in the country for approximately two months, during which they will conduct field assessments in all 16 districts.
The solar streetlight initiative is part of a broader China-funded infrastructure package being coordinated by MoPED in collaboration with relevant Ministries, Departments, and Agencies (MDAs). The package also includes regional market development projects in Bo, Makeni, Kenema, Waterloo, and Kailahun, as well as the construction of 100 boreholes to improve water access.
Speaking during the meeting, the Chinese team lead emphasized the importance of maintaining clear timelines, ensuring accurate mapping of installation sites, and strengthening coordination mechanisms to avoid duplication of efforts. He disclosed that the review phase is expected to be completed within two months, followed by a one-month design validation period. According to him, a team of engineers will arrive in August to commence the full installation phase.
In his response, Mr. James reaffirmed the Government’s commitment to ensuring effective coordination and timely delivery of the project. He noted that MoPED will designate dedicated focal persons and work closely with district councils nationwide to facilitate implementation. He further assured the delegation that the Ministry would expedite engagement with key institutions, including the National Revenue Authority for duty waivers and the Ministry of Labour for the processing of work permits.
“The Ministry stands ready to provide all necessary documentation, technical support, and coordination to ensure the successful execution of this important national project,” he said. Also present at the meeting was the Director of Public Investment Management, Alpha Bangura, along with members of his technical team. The nationwide solar streetlight project is expected to significantly enhance public safety, improve visibility in both urban and rural communities, and contribute to Sierra Leone’s broader agenda for sustainable energy and infrastructure development.
